3. “I am calling today to thank President Obama for his recent public condemnation of Uganda’s proposed Anti-Homosexuality Bill. I urge the President to follow up with action. Specifically, I am calling on the President to support economic sanctions on trade and the withdraw of foreign aid to Uganda if this bill passes.”

Recently, members of the Ugandan Parliament introduced the draconian 2009 Anti-Homosexuality Bill. The Parliament will soon vote on this bill, which if passed, will sentence homosexuals to life in prison. If arrested, a person will be forced by the government to take an HIV test. And, any HIV+ person convicted of homosexuality will be executed. Anyone who “aids and abets” a homosexual risks 7 years in prison. Anyone in authority who does not turn in a homosexual can be put in prison for 3 years. You can see the actual text here: http://wthrockmorton.com/w
Furthermore, it will reverse the significant gains that Uganda has made in the fight against HIV/AIDS. Persons with HIV or suspect they may have HIV will not come forward for testing or treatment. People will die needlessly, the virus will spread through society undetected, and the rate of infection in Uganda will rise once again.
This bill is a significant offense to internationally recognized norms of human rights and a threat to public health. It must be stopped. It is urgent that the international community come together and let the Ugandan government know that this extreme legislation is unacceptable and that there will be consequences. If the bill passes and becomes law, the Ugandan government should be subject to economic sanctions including the denial of access to lending, withdraw of grant-based aid, and the nullification of trade preferences.
